Local elections in Albania 2015 held on June, 21st 2015, have been smoothly and timely processed using Demokra Election Management Platform, developed and implemented by iVote. iVote has been trusted partner of the Central Election Commission of Albania since 2013, when the process for modernization of elections has been started. Ever since then, the Demokra software has been upgraded constantly in order to strengthen democratic processes in Albania. Over 3 million voters’ data were processed and preliminary results and live turnout data from 5301 voting centers all across the country have been presented to the public shortly after the ballots have been counted.
“Being selected to develop software platform that will help modernization of the election processes in a young democratic country as is Albania, was real challenge for the iVote team. We tailored the system’s architecture in such a way to be easily enhanced and modified for the CEC staff and in accordance with all electoral laws and legal regulations”- stated Mr. Tomislav Zografski, CEO of iVote.
The Demokra provides automation and ease of all processes from logistics to official results including: electoral configuration and administration, tracking of election materials, tabulation of results, audit, internal reports, allocation of seats, live turnout and Election Night Reporting – ENR (http://results.cec.org.al).
In light of the new territorial and administrative reforms and changes, as well as gender issues, interactive map of all municipalities has been included in the ENR. For the first time, Demokra’s Module for registration of parties and candidates has been used by the CEC. Connected to this module, a public web-page with all candidates and political entities running in the Local Elections was set up. More than 70 political subjects have been listed and divided according its municipality.
Transmission and publication of election data has been protected with the highest level of security, preventing accidental or intentional destruction, infection or corruption of information. Transparency and credibility of elections have been retained with the live transmission of the preliminary results, as well as with the Political Parties financing module. With this module, CEC of Albania was able to gather financial data from the parties, and to acquire comprehensive reports.
In cooperation with the iVote Foundation electoral experts, animated training videos for further electoral education have been developed and used to train different stakeholders in the election process. Some of these videos where broadcasted on national TV station, and attained very positive response from the public.
