Demokra Technology Drives the Elections in Kosovo 2014

Central Election Commission of Kosovo as a trustworthy partner of iVote, used upgraded Demokra election platform for the parliamentary elections held on 8th of June 2014. Count and result center of Kosovo have been processing the ballots from 2374 polling stations all across the country and published preliminary live results to the public. Election night results web site accompanied with mobile applications allowed live transmission of the results at the same night after polling stations were closed. Demokra technology enabled full elections life cycle management of all phases of electoral processes. Starting from preparation activities until generating final reports with results and allocation of mandates, iVote’s flagship election platform systematized many processes, estimations and computations. CEC specific needs and demands were considered and incorporated to the latest functions of Demokra system, making it elections processes more sophisticated and easy-processing.

Revolutionary Election Technology for the Presidential and Parliamentary Elections in Macedonia 2014

State Election Commission of Macedonia, once again trusted iVote Demokra to provide transparent, timely and credible presidential and parliamentary elections. For the first time in Macedonia and the Balkan region data scanning and verifying technology has been implemented. System automatically recognized handwritten numbers of the Municipal Election Commission reports. Data then have been processed and sent for final approval. With this technology SEC of Macedonia significantly reduced time needed for administering these reports. Demokra has been developed offering increased number of modules and functionalities such as: electoral configuration and administration, monitoring Election Day, audit and investigation, allocation of mandates, timely generation, calculation and presentations of the reports. This new generation of Demokra platform incorporates e-learning management system and SCORM packages for the SEC staff.

More than 5 million ballots have been processed from 3514 polling stations and after 2 hours after the closing of the polling stations official preliminary results were available at the ENR web site and mobile applications.

iVote Demokra Technology for the Local Elections in Kosovo 2013

iVote Demokra, the leading election management platform has been used by the Central Election Commission of Kosovo to process all the pre-election, election and post-election activities . The new, advanced generation of iVote Demokra enabled CEC secure and trustworthy election data transferring, processing and reporting.
The following modules have been used by the Count and Result Center:

Apart from the Demokra platform for processing internal operations, system for live transmission of turnout and preliminary results from every single polling center in Kosovo was developed and implemented. Elections results from 2366 polling stations all over Kosovo have been transmitted using tablet computers and published live on the official election’s night results web site of the Central Elections Commission of Kosovo. The results and turnout have been also available on a mobile app for IOS and Android based mobile devices.

Albanian Election Results Transmission System

The Central Election Commission of Albania this year has implemented the integrated elections management information system for the june 23 parliamentary elections. The software was developed in close cooperation between the CEC directorate for information technology and the technical team of the USAID funded project in Albania of the International Foundation for Electoral Systems.
As a part of the IFES team, iVote’s leading consultants contributed to deliver Integrated Election Management System in a limited time period. The system was developed using cutting edge technologies and for the first time in Albania, live results and turnout data were published online, during the counting process at the Parliamentary Elections 2013.
The integrated elections management information system is state of the art completely auditable software that consists of several modules for:
• electoral configuration and administration;
• tracking of electoral materials;
• management of vital election day functions;
• results consolidation, audit and investigation;
• real-time election night reporting;

A separated website that is part of the system was online all day presenting the turnout and in the night started showing real time result to all the citizens of Albania and to the whole world.
The results were presented on two mobile applications also: Android and iOS. They showed the results in real time too and with them, CEC improved the accessibility to the relevant data. This tailored product for smart phone users provided full statistics and results on all the levels.

Integrated Elections Management System for the Local Elections in Macedonia 2013

The State Electoral Commission of Republic of Macedonia has trusted Demokra – Elections Management System, to deliver transparent, credible and real time results during Local Elections held on 24 March 2013.

Election processes were managed smoothly and in timely manner. The integrated elections management information system has been upgraded with modules that manage elections activities and processes for the second round of the Local Elections. Besides regular electoral rounds, there were rerun electoral rounds in some of the municipalities. All this activities were processed and completed within planned time frame.
Online web site, as a part of the system, was developed for publishing live result from the polling stations. The website was very intuitive for every kind of population providing an interactive map for navigation and tabular results, graphics with clear details and higher level of statistics.

Implementation of Elections Operations and Dynamic ENR System for the National Elections in Ecuador 2013

iVote as a subcontracted company by the Spanish partner Scytl Secure Electronic Voting, S.A developed a system for implementation of elections operations and dynamic ENR system for the National Elections in Ecuador held on February 17, 2013.

This project has been demanding and time consuming with stringed deadlines due to the four different election types that have been run simultaneously and configured into the system.
This information platform enabled import of the geographic structure of electoral roll in order to provide data at all levels: province, electoral district, canton, parish, electoral zone, electoral precinct and voting station. The management of the candidates, mandates and voters list was also included.
With this software solution, 46.701.764 votes were processed. The results processing began right after the closing of the more than 40,000 polling stations all over Ecuador. The first, unofficial results with processed 90% of the results of all polling stations, were announced in just a few hours after closing of the polling stations.

Extraordinary Elections in Kosovo 2012

For the extraordinary elections for mayor of Ferizaj and Kacanik in 2012, iVote developed improved election management system. The system has been designed to collect all the required data for validation and verification of the Results, thus enabling tracking of all documents that are received into the Counting and Results Center. The system is multi-user with several different user types and allows:
• Tracking of the documents and items,
• Data entry for the results forms,
• Voters from regular voter lists and conditional ballots envelops,
• Archiving the results,
• Keeping history for each entry and user behavior and
• Generating the results.

The system was upgraded with the web module for live results, which attributed to better transparency, control and confidence of the whole election process.

Early Parliamentary Election in Macedonia 2011

As a result of the years invested in developing the expertise in this area, iVote proudly presents the story of iVote – The case of State Election Commission of Macedonia – Early Parliamentary Elections 2011 (June 05). This time there was a great improvement in the management of the whole election process. There was 15% more data for Turnout in the 30’ window, only few calls for customer support, validated data and full results in 20 % less time.

Software for automatic evaluation of the results from the election process in Republic of Kosovo 2010

A new system with improved functionalities was developed and implemented for the Parliamentary Elections in Kosovo held on December 2010. iVote’s election experts gave full support during and after the elections.

iVote provided technical assistance (as a support onsite during the process)  in the area of managing electoral and voters IT systems and building the capacity of the local IT staff that contributes to further maintain the system and provide the required reports and information to the Central Election Commission.

The CEC of Kosovo wanted to collect all the materials, final voters’ lists and items from all over Kosovo, from all Municipalities and Polling Stations and insert all voter lists data, results forms and all items into the system, and to have better image about the process of collecting and insertion of the items and the final results. iVote made this possible in a way that led to the accomplishment of the objectives for the parliamentary transparent, secure and correct results.

The time needed to process and publish the results has greatly reduced compared to the previous elections, giving the CEC a clear picture of the state during the whole election process.

BiH IIES Transparent, secure and correct results!

The General elections in Bosnia and Herzegovina that were held on 3 October 2010, were using Demokra technology for all electoral operations.The project was done in partnership with Scytl Secure Electronic Voting from Spain. The assignment there was not an easy job. The development of an IT system was a complex process. The fact that BiH is divided in cantons and the multinational character of the country made it very attention demanding and long process.

The result of this work is BiH IIES (Bosnia and Herzegovina – Integrated Information Election System) – a system that enables automatic evaluation of the results from the election process for all the types of election processes (8 – general and municipal ) in Bosnia and Herzegovina.

Demokra technology enabled the accomplishment of the objectives of the BiH IIES – transparent, secure and correct results for the general elections.

Software for automatic evaluation of the results from the election process in Republic of Kosovo 2009

iVote together with the local partner Ilir Kosova was selected by the Central Election Commission of Kosovo to implement the IT system for the Count and Results Center. We developed the K-Vote System (Kosovo Election System). K-Vote is a system that is designed and developed for automatic evaluation of the results from the election process for the national elections in Kosovo.

This system provides the possibility to collect all the required data for validation and verification of the final voters lists, results (Conditional Ballot Envelopes, Regular Result Forms, Batch Result Forms etc.) with tracking for all the documents that are received into the Counting and Results Center. The system is multi – user with several different user types and allows: intake for each different document and item, tracking of the documents and items, data entry for the results forms, management of voters data from regular voter lists and conditional ballots envelops, archiving the results, keeping history for each entry and user behavior and generating the results.

Software for automatic evaluation of the results from the election process

Since 2007, when the State Election Commission from Macedonia chose iVote’s Information System, the data gathering software to be used for the Parliamentary Elections 2007 and Local Elections 2008, our company is continuously working on this kind of software.

The first time iVote worked on design and development of the Information System with the aim of providing a clear overview during the election process, improving the transparency and accountability and significantly reducing the time needed to publish the results. Since then, the software meets these and all the other requirements that come on the way, for developing solid software solution, as well as tools and procedures, for automatic evaluation of the results from the election processes.
